In australia the tracks are used for a negative return, and also for signalling (as the axel of the train shorts one side to another it is used to trip a relay or similar)

They are the return on mainline here in the UK overhead pick up at 11KV or so and neutral on the rail which is why they all have to be bonded.

In all seriousness:

I use a metal engraver to cut my traces when needed.  Works well and makes a nice neat little etch.
