That chip is a counter. It counts 'time'. This time comes from pen 3 of a NAND port in IC203. I don't have the name of IC203 but I think it is a common 4093.
The count is interrupted at the moment that it represents the measurement, I think this comes from pen 4 of IC203. It resets and the cycle is restarted.

With a means to visualise these 2 signals (scope, frequency counter) you might want to experiment and build some emulator that can replace the HCT6010A. How far you want to go will depend on the (sentimental) value this BKP 820 has for you.

btw: Are you're certain that the HCT6010A is dead and not something else?

Hello; most of the integrated circuits will need to be replaced because this device was the victim of a capacitor charged by its previous owner, (except the HCTR6010) because I need to test it.......Thanks for your research! :-+

Hello everyone! The integrated circuits having arrived; I was able to get to work, and I am making progress on its arrival! The voltages and various signals are present; but I have no display.....I strongly suspect the integrated circuit HCTR6010 controlling the voltage of the displays to be blown because the signals enter but do not leave the IC....The only downside; I cannot find out if this integrated circuit is still manufactured and I do not know if we can find an equivalent.....Its reference is: IC102... See the P15 diagram that I attached.....Could someone help me?? Thanks in advance :-//

i dont think unless you salvage it from another,  or by chance  some one is selling some   old stuff   that youll find a modern substitute

does have some resemblance with ca3161 and 3162  pair to build some voltmeter

you're dealing with a relic  here

and PLS @Lionel   you have a tendency to ask things,  but not provide enough data in the beginning until you are asked too ...
