you have some  B&K 820 and 830  on sale on ebay ...  the prices will not  be in a range that you'll appreciate  ...


in the end  you would need to mimick this chip,   while decoding encoding to display the read values ...


best advise would be:    put it aside and wait if some in your country will appear overtime  ....

Probably no stock, but you can still try to contact them.

IC propagation is really slow (1,5 µs typical) so a replacement by a rather recent µC or a vintage CPLD, put on a piggy-back PCB might be the best solution to replace the defective part.
Voltage compatibility has to be checked for the dedicated BK PRECISION 820 because the genuine part accepts up to 10 VDC.


Update #1
The IC102 (HC6010) is powered by a 10,3 VDC supply  :(
So a functional replacement needs also to cope with this higher voltage.

VDD on IC103 is 4.4 to 6VDC (4 'C' cells in series)
