Heathkit IM-2419 Freq Counter

Counter has been unused for years so I replaced Electrolytic Caps. Also did Easter Egging and replaced U!, U2, and U3. Have finally got it to show the correct frequency at 146.52 after adjusting C27.
Display shows 0000 both ranges and clock rate with antenna disconnected. With antenna connected the display varies radically. When I key my transmitter in any of the HF ranges or clocks the display changes but is still erratic. The 20 to 225 only correctly displays the VHF frequency. I have
12.07 on Pin 8 of U10. Visual looks fine.
I built the kit and it worked fine until it was stored for a number of years.  Ideas???

If age has killed it check all the caps.
Greek letter 'Psi' (not Pounds per Square Inch)
