Hi, I´m not 100% but seems to be a programmable clock generator from silicon labs.
https://www.silabs.com/documents/public/data-sheets/si570.pdf
I searched in digikey for HBC and filtered for 8-SMD.
Hope i helped you. :-/O

I'm guessing it's a 30MHz oscillator. Either 419 or 410 appears to be a YWW date code (2004 or 2014, week 10 or 19). The date codes on the other ICs may provide a reference.

Maybe the "4" in "410" is a multiplier, ie 3000 x 10^4 Hz ???

It might help if you could measure its Vcc.

It appears to be a 30MHz crystal, not an oscillator.

https://www.silabs.com/documents/public/data-sheets/Si4330.pdf

Quote
The Si4330 includes an integrated 30 MHz crystal oscillator with a fast start-up time of less than 600 μs when a suitable parallel resonant crystal is used. The design is differential with the required crystal load capacitance integrated on-chip to minimize the number of external components. By default, all that is required off-chip is the 30 MHz crystal.
