Help ID'ing resistor type

Hi all. I am repairing a lighting ballast, and I need to replace a couple of snubber resistors which are out of spec..

Does anyone recognise this type of resistor? The value is 10 ohm, 2W, and the service manual has no further information than this.

I need to know whether it is a non inductive carbon type resistor, or just an encapsulated mini wirewound type. If all else fails I'll cut one open and find out. Thought I'd ask first :)

So you've lifted a leg and measured it?

Looks like a standard old carbon resistor, for a snubber I don't think the type will matter much.
I you think it's loading might have caused it to drift, up it to a 5W.

In my experience, metal film resistors don't work well in snubber circuits.

The film develops a weak spot and the parts fail from there.  Use a carbon composite.

There are two in parallel, out of circuit they measure 12.4 and 13.4 ohms on my digital LCR meter.

I cracked one open and it appears to be a carbon type, with a very thick outer encapsulation. A search of the usual parts places (RS and element14) turns up nothing physically similar.
