Help identify color coded resistors

Hi guys, this 5 band resistors are not measuring like they should , I'm not sure if they are not standard or faulty
I even broke one of them and not the same value
The values should be
83 ohms
14 ohms
1.8 ohms
They all measures sorted , zero ohms

I think you should ignore the green band.

In the first pic you have:

BROWN - YELLOW - SILVER - GOLD = 0.14R +/- 5%

BLACK - BROWN - SILVER - GOLD = 0.01R +/- 5%

Look like wirewound resistors. I agree with ignoring the green band. Some resistors have manufacturer specific band marking their type.

OP screwed up with color coding and destroyed a good resistor. So fraction of an Ohm resistors do not exist?

The "exploded view" indicates two windings.  So. probably a wire wound resistor with two opposite windings to negate the inductance of one winding?  Last band Green could mean .5% tolerance.     
Small Value, accurate resistors.     
It would be nice if the OP could comment on the equipment these parts were from.

You mean gray not silver, because silver is only for tolerance
 So what about the resistor that start with gray?

I do not recall seeing any resistors with a Black first band,,,,apparently there are some , but you never know what colors change over time         
I would use this calculator from Mouser:

If the values are very low, your ohmeter may not give you a correct value...I do not know what meter you are using..also the "exploded view" indicates a small value wire wound resistor....I would think any inductor (choke) in a power supply would have many more windings.   
Almost always both wire wound resistors and chokes fail "Open" not shorted.   

Edit: silver can also be a multiplier

I tried the calculator and it gave me the same that they should but not what they measure as , also I don't know why one of the resistors start with silver , you might say it's gray but it looks like silver , I'm so confused about should I replace them or not and with what?

Maybe there is a manufacturer somewhere who marks 3.3mΩ like that. I don't know.

Anyway, these are all low resistance wirewound resistors so no surprise they measure close to zero. IIRC I have seen similar resistors used in other ATX PSUs as current sense resistors in series with switching FETs.

I have a feeling the green band indicates wattage, eg. green = 5W.
