Help identifying a part

I am trying to repair a Electric Heated Blanket. I found out it was the Thermal Fuse that went open and when I was replacing it there is what looks like a Metal Oxide 1/2 Watt Resistor straddling across it. a few chunks of the body came off of it.
The resistor in question has these color bands Gold, Brown, Black and Gold. With my Multi-Meter I'm getting around 1.7 Ohms. Could this be a 1 Ohm or a 0.1 Ohm?

From what the Circuit Board looks like the Resistor is having Current pass through and if it gets too hot and reaches the Thermal Fuse it opens.
