Help identifying electronic component

Hi
Did anyone come across this component? I have no idea what it is. It's in a PSU on the low voltage side, that I would like to repair. As you can see in the picture part of it is blown. It's a SC70-6

R3150N015F ? Very tentative match from famous Russian site, ignoring 'G' (since that is likely to be a logo), although I am highly doubtful.

I think it would be useful to see a photo of the PCB so that we could get some context.
