Help me repair my new Sanwa 360 analog multimeter

I wonder if someone could say what is wrong with this meter.  It doesn't zero out on the lowest ohms setting.  It's brand new.

What model is it? Did you try to measure volts while in the ohms scale accidentally?

Open it and look for burnt resistors.

Put in new batteries

Check the batteries first and if ok check R21

Thanks everyone for your help.  I had one weak AA battery.  I replaced it and now it works perfectly.
