Help needed identifying resistor type

I'm repairing a hair straightener for a friend and only fault I've been identify so far is one of these resistors. R8 is measuring about 52ohms as expected, R11 is in the megaohms. What I don't know is what's special about these resistors to be able to source a replacement. Is anyone able to identify the type and characteristics? Would it be a fusible type?
