Help repairing an IBM Executary 211

Hello,

I recently purchased an old IBM Executary (model 211) dictating unit from eBay. I want to use this for tape loops, but it needed a serious cleaning, a new belt, and some oil.

I disassembled the entire unit and now, after partially reassembling, I can’t seem to figure out what’s going on with the clutch magnet, or solenoid, arm that allows the playback speed wheel (small) to make contact with the drive wheel (large). When playback is engaged then the solenoid engages and pushes the arm holding the playback speed wheel closer to the drive wheel; albeit, not close enough to make proper contact.

Does anyone have any history working on these units? I’ve attached a video, photo, and documents detailing the clutch magnet and other related functions.
