Help required with P/S issue

Been called in to find the problem with intermittent false alarms in a security installation. I think I've tracked it down to this P/Supply, but not sure.
I'm suspecting a wrong value of R3, but just need a 2nd opinion ... if not, any other possibilities?

Looks to me to be that dry joint on the collector of Q1.
Where are we going, and why are we in a handbasket?

While the apparent presented problem is neither LED lighting related, nor SMPS, perhaps someone can PM @Treez for his input.

I hope he thanks me for mentioning him...
