Help tracing out HV on Tranceiver

Guys I have TRAM D201 Transceiver that I’m seeing a high voltage on Pin 6 of the Synthesizer. I should be seeing 2.3vdc at all times but I’m getting 11.5 volts all other PINS show correct voltage.
I’ve attached a schematic and you will find the synthesizer board in the lower left with Pin 6 highlighted blue. Any advice and what might be causing this Higher Voltage would be appreciated.

Looks to me that 11 V would be correct in Manual tune in USB in Receive

Q103 turned on "hard" or short circuit between source & drain.
