Help with Hickok 539B line meter

I have a Hickok 539B tube tester with a line meter that "sticks". The needle will go up to about 90volts and then stick.  It will release by tapping the meter with my finger.  I have taken out the meter but the meter is sealed.  The cover looks like it crimped over the body of the meter housing.  The meter is made by Cleve for Hickok.  Before I butcher up the meter, has anyone  had success with opening a sealed panel meter?

Anybody ever opened "sealed" panel meters?
