High Power LASER LED current switch transistors and thermal foam

Hi,

I have a board which is suspected to produce intermittent (random) LASER LED current drive issues.
Board have weird thermal foam-like material over many power switching components.
Anybody knows what this blue material could be?

Also, I can't find which smd device could be in this smd thin metal case (IVR 6638 A4CJ 1229).
The Logo of part producer  is hatched circle.
