High Voltage power Supply Oltronix A2,5K-10R

Hi

I got an  Oltronix A2,5K-10R in front of me. It should be possible to get +- 2.5 KVolt from power supply, but just now nothing. The meter indicate +-2.5 KVolt voltage but nothing at the outlet on the back.  The tubes indicate some work.
 
The problem is I got no schematics or service manual.  In my opinion the design is a mess. However I need to get it to work again.
