Title: Hisense F42K20E help please

I recently aquired this tv from a friend, thinking i could easily open it and find where the white smoke was let out. No such luck this time around, so to keep it short... I have a red standby light, when the power button is pressed nothing happens nor when you hold it. I have disconnected the led line and tried to power on along with the tcon, speakers, etc. I then tested the output voltages. I have 1-5v 2-12v and 2-14v all votages read normal except the 14v, they read 21v. Is this cause for concern?

At this point where should i look? Power board or main board?

Did a little more testing. I found when i unplugged themain board voltages were normal, but no 5v or stb power. Any help appreciated
