I took this one out of a board that I am trying to make work. As you can see it is pretty beat up.
So, how can I test it to see if it is any good ?

IMHO the best way to test this is simply to assemble its circuit on a breadboard or, if you live in the US, spend about $10 and get one of
these
to test it.

Oh, the "whys" of the datasheets... The information is there not to be an axiomatic truth, but instead each speck of data must be slowly inhaled while carefully performing a deep search inside oneself to find the true metaphysical sense...
