IEC 60320 C13/C14 (PC power cord) live, neutral, earth?

Is there a standard that says which pins of an IEC 60320 C13/14 (PC power cord) are live and neutral? Earth is obvious, but I haven't been able to find the spec for the other two.

Given the plug at the other end of the cord is not guaranteed to be polarized, I think the only sensible way to design a device with an IEC power input is to work with either polarity.

My approach to safety might be provincially North American. We have polarized outlets here.
I am also going to investigate the rumor that the polarization of IEC power cords varies randomly.

They are not randomly polarised. Some have single pole switches and/or fuses which should correspond to the live connection. Re-wireable connectors are usually labelled. Here's one that was to-hand:

Thanks. That agrees with 3 cords that I just tested with a continuity tester (I added a red dot marking live):

Good testing, we had some china crap wires who where phases inverted, they dont care about north america polarized outlets
Created some stange problems for an non isolated power supply (Pwm based) ??
