You get something like this.

https://xgecu.myshopify.com/collections/xgecu-t48-tl866ii-3g-programmer

And the adaptor that fits the AT device you want to program.

The software is free, and there really is little or no learning curve involved. its all just built in.

I have the older version of this, it just connects to a laptop/PC with a USB cable.
It has the added advantage of having a built in CMOS (40xxx) and TTL (74xxx) series logic tester.

But do you have a firmware to program to begin with?

Either you read it from the old one (unlikely to succeed if it's damaged or code-protected, although there are companies in the East who can break the latter for a few k$) or write it yourself.

you can use something like this to do the programming:
https://www.ebay.com/itm/404348353863 ("USBASP USBISP AVR Programmer Adapter")
that costs just a few dollars on ebay.

then use an open-source program called avrdude:
https://github.com/avrdudes/avrdude

however, as others have pointed out, getting hold of the binary data to program into the device going to be the problem.

cheers,
rob   :-)

NeoProgrammer can do it using an inexpensive CH341A.
