I can't find any datasheet for the SI8016HSP8 PWM ic.
I think it is fake part number to sell it for higher price.
someone knows real part number?

there are some online shops that sell it for about ten times higher than other sop8 PWM ICs.
and because there is no datasheet I thought maybe it's some well known ics that they changed the part number.

Most likely there is no datasheet because it's only provided to big guys under NDA.

If you want to find a replacement you have to do a bit effort and get the schematics around it, a lot of people here are familiar with SMPS and popular chips and they will most likely recognize what the Chinese cloned.

after I compare the NCP1230 pins to the board looks like it match the pinout of SI8016HSP8.

There are tons of SMPS controllers which have the same or similar pinout. But it does not mean they are compatible. When finding a substitute, a lot more consideration is needed rather than just comparing the pinouts. There is probably another 10 SMPS controllers from onsemi with the same pinout, does not mean they are the same thing though.

I replaced the IC with ncp1200 and it is working fine without changing any thing else.

it is about 10$ in my country and ncp1200 is 1$
i used 40kHz version of ncp1200 and mosfet get very hot under load.
do you think if I use 100kHz version it be cooler?

The SI-Trend datasheet states "100kHz Switching Frequency with Frequency Hopping for Reducing EMI", so 100kHz would appear to be the design frequency for your circuit.

I will try 100kHz version of ncp1200.

I checked the board again and I found that 10k resistor connected to pin 3 of IC was 1M and I changed it.
now the mosfet is not hot.
this is the circuit diagram of power supply.
