HP-50G calculator - trying to replace rubbery sheet under keyboard

We have an HP 50G calculator and some keys will not register. TWO PROBLEMS

1. Dowels punched a few holes in black rubber sheet under the keys
2. A few keys broke

* How keys work - Each molded plastic key has one dowel underneath. When one presses the key, the dowel activates a dome switch.

There are a few sheets beneath the keys:
- Thin black rubber sheet (DAMAGED)
- Paper/metal sheet  (Undamaged)
- Dome switch plate (Undamaged)

PROBLEM 1 - some dowels have punched through the black rubber sheet. So the dowel just goes into the sheet but does not press down the dome switch. So the keypress is not registered.

PROBLEM 2 - each key has two legs connected to a frame. Some of the legs are broken and some look like they are about to break. The calculator case is stamped "ABS"; the keys seem to be made of the same or similar material. I have seen a few people suggest a dab of epoxy on each leg. The orange/white/yellow keys are more robustly designed as you can see in the photo.

Any ideas to repair or replace the rubber sheet & broken plastic keys?
