Hi , need to replace this encoder , what model is this  and can i buy replacement part online?

I think it is an Alps Encoder, google the part number. If you can't find one, in other applications I  have often used something similar, like one of the Bourns Encoders that will fit, that have similar characteristics.

Is that encoder still working? If so, get some brass tubing that will just slip over the broken shaft and make a new shaft.
