HP laptop charger with intermittent voltage

I got a HP laptop charger that presents intermittent voltage and makes a clicking sound at the same time voltage drops (as if there was a spark somewhere...). All the caps seem to be in good shape and i see no damage component/mark.

Is this a comon problem? (I have never seen it) Any gesses? Thanks!

possibly a good idea to remove it from its housing and power it on in the dark and look for any arcs.

Likely a small electrolytic capacitor on PWM controller VCC failed.
