Interesting SDG2042X Power-Up Problem

My Siglent SDG2042X waveform generator has an interesting issue. About 1 out of 5 times when I turn it on the fan comes on (so I know the power supply is working), but the screen never turns on, no buttons illuminate, and no relays click - in other words, the machine doesn't boot. After prodding around a bit I found that unplug the power cord, waiting 5 sec, and trying again will get it to happily boot every time.

This doesn't make sense to me, especially considering I thought it had a hard power button. Do any of you have any ideas as to what the root cause could be?
