I've been searching for years, started 30 years ago with no luck. I even called Systron Donner in 1990 and volunteered to search their archives (I lived near their headquarters).  To this day I cannot find a trace of this counter's existence anywhere.  The 1037 and 1038 seem to be follow up units to this one, and I can get manuals for both of those.  However, in spite of nearly identical card setups, the 50MHZ decade card in both the 1037 and 1038 is dramatically different from the analogous 100MHZ card in the 1018.  And that is where I'm stuck.  If anyone here has a clue about this thing I'd appreciate it.
There's no point to getting old if you don't have stories.
