Iwatsu SS7821 scope

My Iwatsu SS7821 oscilloscope displays “Panel Locked” with any push of a button or knob twist on the control panel.
No modes change. The manual does not address this issue.
The sweep and the vertical amps are OK and stuck in the last working panel setup.
Lost. Where to start?

I just saw your post today 12/06/23. Pushed the buttons with power off, turned it on and what do you know?
CUBS WIN! It works. Thank you so much. I can put the Leader back on the shelf.
