JVC PRX518S Startup circuit hot divider resistor

I got a JVC PRX518S in and all output transistors were shorted and a few SMD diodes in the output circuit.  Additionally R610 24K 1W in the main supply voltage divider circuit was toast too.  After doing the output repair I powered it up and noticed R610 is still getting extremely hot.  I, for the life of me, cannot find anything under thermal or testing, causing it to get extremely hot.

Attached is the schematic page 6 D-3 is where the voltage divider that supplies VPRI, which goes to B-5 on the same page.  If i lift D609 out of the circuit R610 does not get hot.  I have checked all components in that circuit and all components in +15 control.

I am missing something somewhere..  any ideas?   Schematic attached.
