Kikusui 418 RC Oscillator help

Hi, I hope its okay to post here. Bought this unit was told it works fine. Received and test the unit, it doesnt work. I look up and down the internet including emailing Kikusui. No reply. The manual in their site missing the schematic page.
Does anyone has the schematic? Or if you have one, would you mind looking inside and tell me the two axial filter caps value and volts. That would be a good start as mine missing both. Thank you sir in advance.
