Lambda LM-D power supply output very high

I had a Lambda LM-D 28V linear power supply that I've been trying to fix.  The output is belting out 40V with nothing connected and has been a headscratcher for me.

the components that the manual suggest would fail have tested okay. all the transistors have passed the diode test on my multimeter and all the resistors have tested good.

Im at a loss now of what to do.  any suggestions?

If you have 40v on the output. That means that either the feedback circuitry has lost regulation, or that the output transistors have gone short. First off check to make sure that the output is wired up correctly. If not the regulation circuitry won't be able to actually see the output. If thst is good, check any wiring,traces to see if they are missing/broken. Lastly go deeper...

I'm assuming that the power supply has remote sensing. Are the sense terminals connected? With open sense lines it's common to have a (much) higher output voltage.
