mystery resistor type and value ?

hi, i am working on repairing a old inverter welder that they no longer sell replacement parts for.

i need help identifying the resistor . my cheap multimeter hunts but eventually stops on  25 ohm after 20 seconds. but it is marked as 12p, is there a conversion chart for the value? i would expect it to be 12 ohms.

it appears to be some trickle charge for the large DC caps i made some drawing on paint  does it make sense for both r17 and 16 to be populated with a resistor?

Hi

It looks like an NTC device, these are used to limit the switch on surge current, the have a few tens of Ohms resistance when cold, but drop rapidly in resistance when they get hot.

thanks, that is exactly what it is, and the circuit is working correctly. My cheap at home meter wouldn't read anything 12vDC correctly.

Looks like the issue is on the control side.
