lm317 low output rock ola 6000

 so trying to get this psu for a rock ola6000 working, 26v rail is only outputting 2.76v.
So originally the lm317 output was short to ground, it took out he 10ohm 5w resistor on the input, this is all fixed now.
checked the resistors on the output they seem fine, get 2.76v, not sure what to check now, none of the caps seem to be short either.

there is only .6v on the base, nothing on the collector.
resistance is about 5.7k between emitter and collector, when off, in circuit.
i plugged the the 4.7k and and 5.7k in to the lm317 calc, and i get 2.7659, measured and i get 2.76v on the output.
don't really know how transistors work, not sure what i need to do.
