Looking for NewMar Three Phase PT-40CE Smart Charger Schematics Solved

NewMar Three Phase Smart Charger PT-40CE Schematics.
Picked up 2 of these at Surplus.

Very Clean units.
Found operating manual but troubleshooting is mostly limited to send back to distributer.
Blows fuse on start -up.

Takes unlimited current right at plug-in.
Started it on Variac but immediately takes unlimited current before even 5VAC input.

Do these units go bad?

From photo above is seen some parts missing inside the charger, charger given like this, maybe someone can post original photo of working device.
The charger is for EU market for 230V AC, white wire was desoldered (probably for put current limiter (light bulb)...
On one photo is shown one MOSFET missing Q3 (sorry for blur images)
