I want to built up a media server with some hardware parts. Since the beginning (12-2018) there was the issue, that if I connect power to the system and try to power it up, no image apears and this 7 segement thingy on the mainboard shows "15".

The strange thing: if I unplug power, wait for 10 secs, plug it back in and push the power button, sometimes it boots up. That can be necessary 1 to 10 times.
That behavior vanishes, during the time the power supply stays connected with the mains. You can reboot und shut down the system as often you want - you can boot it every time without problems.
The problems start by unplugging the power for some seconds.
What components are in the system (that causes this error). I left everything away that is not absolutely neccessary to boot up:
- Mainboard: ASRock Taichi 399 XE
- CPU: Intel Core i7-7820X (because the 28 PCI lanes)
- Powersupply: EVGA 1000 GQ, 80+ GOLD 1000W, 210-GQ-1000-V2
- RAM Memory: GSkill F4-3200C16Q-32GTZB
- NV Harddisk: Samsung MZ-V7P512BW 970 PRO 512GB
- Graphics Card: EVGA GeForce GTX 1080 Ti SC Black Edition, 11G-P4-6393-KR
How its connected (I followed the manual

- RAM in the x1 slots
- Harddrive in M2_1 slot
- Graphics card in PCIe1
What I tried:
- using only one RAM module in different slots => no change (with and withour bios reset)
- trying some fixed memory clock rates in bios settings => no change (tried these printed on the memory, the fastest that is supported by the cpu, the fastest that is supported by the board, some random numbers that are smaller than the maximum speeds)
Whats worth to try:
- new bios firmware upgrade
- try another RAM memory brand/type
Any suggestions, how the get rid of the problem?
