Mains capacitive leakage!

How much is too much?
How much is ok?

I've meadured about 15uF today both from neutral and live... Seems a little too much, I didn't took the lamps out but their capacitance shouldn't be going to eart.

The section covers an outdoor sector which might have something to do. Rainy days trip the thermomagnetic once and differential protection then, so I shut the section off waiting for nicer days to take a look, now the protections don't trip but I do measure that value which called my attention. I don't know if it was a measurement error as might be quite some noise being picked by the whole line.
