The thing with these meter is that they can only be calibrated in either 2 wire or 4 wire mode, usually which ever is the most likely to be used. I have a 3468A that was calibrated in 4 wire mode, in 4 wire mode I can get a reading of .001 and .236 in 2 wire.

Yes I did, that's how I knew you was using the 4wire mode, and hence my reply. It looks like I said, yours has been calibrated for 2wire mode. Download a service manual for it and it will explain that it can only be optitimised in 1 mode only, the other mode be an approximate only in the low values.
