If you go to https://www.soundservice.gr/e-shop/en/index.php?cPath=22 and enter EC16B243040HB into the search box, then it appears that this same encoder is used in both MARANTZ and TECHNICS products. Have you tried sending email's to MARANTZ and TECHNICS support departments, asking them both...
1. Can they supply a replacement encoder?
2. Failing that, can they recommend a suitable (equivalent) replacement part?
3. Failing that, can they tell you how many pulses per revolution the original rotary encoder provides?

eBay item number: 223283908079 looks similar (although it has an extra switch, which you don't need).

While you are awaiting a reply, you could connect your multimeter (in the ohms range) between the centre pin and one of the outer pins on the old rotary encoder. Marantz not powered-up.
Slowly turn the volume knob while observing your meter. Count the number of transitions in one complete revolution. Its probably 24 pulses per rotation, but it could be less? Assuming that the old rotary encoder is still working to some degree?

Marantz  can't provide me a proper encoder and they can't tell me a suitable part.
my encoder is definitely broken and i cant count the pulse per rotation

Is the encoder physically broken? They can be opened and serviced if done correctly.

i've already cleaned it a couple of years ago but now it's completely non responding.
tonight i'm going to take it off and try to clean it again and measure the pulses

I wrote to alps and they answered me that the family is obsolete and replaced with the EC12E family.
so.. the original part is EC16B243040HB I suppose that the replace EC12E should be EC12E2430404 or EC12E2430401?  24 pulses without dents 20 or 25mm shaft length

Good choice. Order the one with the same shaft length as the original. Well done.

hi all,

based on ALPS advise I ordered these encoders:
EC12E2430804, EC12E2430803, EC12E2460802.

the closest to the original is the EC12E2460802 ut as you can see in the picture the dimensions are completely wrong. in addition the original encoder pinout is A-B-COM and the new one is A-COM-B..

so I did a little wire mod.. not very nice but at least it works now..
