Metcal MX-500 repair

Hi
I am working on a sick MX-500 soldering iron.  Green light is on and will switch to yellow if I select the other open input channel.  Tip and wire are fine, works on another unit I have.
Going through the super detailed MX-500P-11.pdf tech document (thanks who ever wrote this!).  Good 26V, 53V, 18V, and 12V power supplies.  The problem seems to be in U1 the inverter for the 13.56 Mhz osc.  Only getting about 2 volts on pin 14 of U1.  Should I lift up R2 and power the IC with 5V bench supply to see if the problem is U1 or the zener D2?

Check the voltage on the other side of R2. If that looks good check R2 and D2 out of circuit.
