Next to the custom Gossen-IC there is a boost-converter for the internal voltages. If that's not working you're probably not getting anything anywhere else. But before checking this part of your meter make sure to check the values of the components next to the battery terminal. Fuses and resistors are very likely to fail after contact with electrolyte. Also check the voltage levels at the power selection mosfet.
