If it has been delivered defective, the sensible thing to do is contact the supplier for replacement or refund rather than messing with it. [EDIT: Alternatively try contacting miniware directly, with the photos and serial number to see if they have a resolution.]
The error code seems to indicate some sort of validation error - maybe somebody is even faking these things these days (although it does look genuine), who knows these days. It doesn't sound fixable without some knowledge of the ID chip or it's contents anyway.
Once you have pulled it apart, your options become limited.
