Motor driver circuit fault

Hi 👋
This pcb is control to motor speed(rpm) to laboratory centrifuge device. We have problem, I set speed 4000 rpm but its not going to above 90rpm. Once V15 and V16 mosfets were short but i changed it. It is still the speed isnt going tk above 90 rpm.

Do all the motor phases measure the same resistance?
