Motorola 04s75 obsolete no dataheets what is it?

I am fixing 1988-1994 Ford EEC-IV PCM (power control modules) for members on another forum for free. The circuit boards are made by Motorola, and populated with Motorola, Intel and Texas Instruments components.

I believe that some of these component parts are proprietary and designed just for Ford and were not available commercially.

The Motorola 04s75 is a TO-220 package with no pin designations. I don't know its function so what tests can I do to determine what it is?

It is getting very hot with 10.4 dcv to the left pin, 5.6 DCV to the center pin, and 10.62 DCV to the right pin. It is supplied or is supplying a 16 pin DIP IC that I can get the data sheet but I have to buy 100 of them to get it.

It seems to be a PNP transistor (BCE), probably acting as the pass transistor in a 5.6VDC linear supply.

On second thoughts, Vbe is too low for the transistor to be switched on.
