My MY-64 doesn't zero. It reads around 2.3 on all ranges. I suspect that the ICL7106 has been damaged, it is not a packaged chip but is a plastic blob on the board.
Am I correct in my analysis, if so, is there anything that can be done? Or is it a bin job?

Are there pads for the IC in package? If yes, you could just remove that blob and solder packaged IC.

The answer is, sadly, no, unless the IC package is about 0.5" square!! The only ICL 7106 chip that I have seen is a large DIL package!
