National RQ 501S reel-to-reel

Hello,
The motor of my National RQ 501S reel to reel player, is occasionally making a squealing sound.
1667533-0
So, I opened it and found that it was a rather complicated design. There seems to be no way to oil the rear bushing.

There's an ELNA 4uf 10wv bipolar capacitor, which is showing almost 4 times its value  :o.
1667557-4
Should it be replaced  with the exact same value cap??

Joined the negatives of two 10uf 16v capacitors back to back to make one non-polarized cap. The final size was exactly the same as original. Glued them and covered them with heat-shrink tubing.
Oiled the bearing using a fine needle of a 2.5ml syringe.

Electrolytic capacitors showing as higher than their marked value usually means they're either leaky or have been idle long enough that they need to be reformed slowly before applying full voltage.

It's a 50+ years old capacitor. Wouldn't it be better to change it??
I can try reforming as an  experiment.
