Need help testing Cosel ZUW25 2415

I took this off a donor board.  I am trying to see if the unit is functional.  I tried giving it power 30V. applied to V+ and V-.

I could not get an output.  I checked for output on V+ V- and combinations thereof with COM.

If you look at the pictures you can see the board is potted.  Does anybody know how to test these for functionality?

I would also be interested in hearing opinions on the module as a power supply to experiment with on operational amplifiers.

I have checked out the instructions.  Apparently either I am incapable of following them or it's broken. lol

All kidding aside I am a little stumped as it seems fairly easy to implement.
