One transistor-like component has evaporated
leaving only a black hole.
Help with information
Could someone brave unscrew their undamaged charger and take a photo

Is this a Nicad charger?
I have an 18-V Plus-one charger, I think, that made itself redundant when all the battery packs failed. I'm afraid it's no more Ryobi for me.

I would expect that was exactly the same capacitor and parallel to the remaining one next to it.
It is possible that the track is cut.
Looking at your photo I'm uncertain of the condition of the IC on that PCB.
Did something go wrong with the wall wart in the first place?

It seems to say "Lithium 18V" on it.

I went to the trouble of looking in SWMBO's (don't ask... the colour I guess...) BCL14181H charger just in case... no luck! The problem is your charger is not the one stated in title, it's a RC18120.

No luck, can't see jack.
Reminds me of Dave's flaming PSU module video.
All the black marks on the PCB are conductive! If you going to try to fix it you can dremel the black stuff off.
Try to search for tear-down photos and videos.
