As capacitors warm up, their ESR drops and sometimes the monitor works again. It's not the most common problem with monitors, but it's not rare, either.
Testing caps with a voltmeter will not show their ESR. ESR is resistance to AC, usually tested at 100KHz, not DC.
Using general-purpose caps is a waste of time, they will fail in a few months.
