pedestal fan ALL 3 TRIACS FOR LOW, MED,HI . all on @ same time. start cap ok.

ALL 3 TRIACS FOR LOW, MED,HI . all on @ same time. start cap ok
motor shaft free. motor does not turn at all when fan on.
ic ok it is only commanding 1 triac.
I am yet to pull triac and test.
Any thoughts, thanks.
