Question on Tekpower HY3010E short circuit protection?

Hi All,

Procured a Tekpower HY3010E dc supply  from Ebay which was sold as "working". The Tekpower HY3010E has inherent short circuit protection as per the manual.
When I tried to set the current limit by applying a short at the output terminals, I cannot set a current limit of more than ~400mA.
However, if I try to set a current limit of 1A using  4.7V output and 4.7ohms load, that works fine and I can set the limit to 1A.
Is this normal behavior for a supply with "short circuit protection"? Do I have to use a load always rather than a short, to set the current limit?

I don't know if this applies to your power supply, but on many of my power supplies, if I short the output to set the current limit, I have to make sure that I have turned up the voltage a little.  The voltage will then foldback to near zero and the current can be set through the short.  If I don't do that, the power supply will basically sit idle with very little current (and voltage).

Per the manual I found online for this supply (it wasn't much of a manual, but a user guide at best), to set the current limit, you bring the current setting all the way down with the fine and coarse current knobs.  You then adjust the voltage fine and coarse knobs to the desired output voltage.  Then you connect your load and bring the current knobs up to your desired current limit setting.  This is a little bit different than other PSUs in that as another commenter mentioned, you usually short the negative/positive terminals to set the current limit.
